Jackie Mims-Rivera

Owner's Representative

As Owner’s Representative at Cross Street Partners, Ms. Mims-Rivera directs and manages CSPs interests for both in-house and third-party construction projects. Jackie is currently working with the Penn Station renovation and will be involved from the onset of the project through to delivery assisting the coordination of the design and construction processes, including oversight of budgets, estimates, contracts, schedules, quality assurance, safety compliance, and commissioning/closeout. Working closely with development teams, she will provide design development cost, phasing, and schedule analysis.

Prior to joining the CSP team, her experience includes working for a DC based non-profit organization, Hope Housing, an affiliate of Community of Hope, as their Project Manager overseeing development and renovation projects for formerly homeless families and low- income residents.  As a construction professional she has worked for some of the nation’s largest commercial construction firms, including Turner Construction, Centex Construction (now Balfour Beatty), Hill International, and Jacobs Engineering as a Project Engineer, Assistant Superintendent, Superintendent, Assistant Project Manager and Project Manager on multiple projects in North Carolina, Richmond Virginia, Northern Virginia, Washington DC and Prince Georges County Maryland and Baltimore.  During her tenure at Centex Construction, Jackie became their first female Superintendent and was the first female to effect safety policy as she served as a member of the Safety Team for Centex Mid Atlantic.   Jackie has more than 34 years of experience in the design and construction industry.

Jackie, a mother of four, resides in Baltimore.
